Budget requirements vary by industry, funnel and competitive intensity, but many advertisers need several thousand dollars per month to collect statistically useful conversion data; smaller budgets can still work if campaigns are tightly targeted to high-intent keywords or remarketing audiences. Prebo Digital designs spend strategies to prioritise profitable channels and scale when unit economics support it.
For eCommerce campaigns the focus is typically on Shopping, dynamic remarketing and ROAS-driven bidding tied to LTV, while B2B emphasises lead quality, account-based targeting, longer attribution windows and CPL/CPA optimisation. In both cases measurement, funnel optimisation and cross-channel attribution are prioritised to ensure spend drives revenue, not just clicks.
Prebo Digital implements clean data pipelines using GA4, Google Tag Manager, and server-side tracking, and ties platform data to on-site conversions and offline events where applicable to reduce attribution bias. Multi-touch attribution models and consolidated reporting are used to align spend with revenue and lifetime value rather than platform-reported last-click metrics.
Prebo Digital offers end-to-end Google Ads services including account audits, campaign strategy and setup (Search, Shopping, Display, Video, Remarketing), bid and budget management, conversion tracking implementation, and ongoing performance optimisations focused on revenue outcomes.
Time to profitability depends on product margins, funnel conversion rates, tracking accuracy and budget; an initial data-collection and learning phase commonly takes 4-8 weeks, with structured optimisation and scaling typically assessed over several months. Prebo Digital focuses on iterative testing and measurement to improve profitability rather than short-term traffic metrics.

A well-documented PPC marketing plan defines goals, measurement, and the step-by-step approach to scale paid channels. For US-based founders and marketing directors, the question of what to include in a PPC marketing plan should be answered with revenue metrics first: target CAC, acceptable CPA ranges, and desired contribution to monthly recurring revenue (MRR) or monthly eCommerce revenue. This guide focuses on practical, technical elements-strategy, tracking, creative testing, and budgeting-so your paid media effort is designed to grow profit, not just clicks.
Start with a one-paragraph executive summary and 3-5 measurable KPIs. KPIs should include metrics like target CAC, target ROAS (used with profitability context), conversion rate, average order value (AOV), and marketing efficiency ratio (MER). For example, a Shopify store might set: target CAC = $40, AOV = $120, and target MER = 0.25 (25%). These figures are examples and should be tailored to your unit economics.
Map audiences to channels (Google Search, Performance Max, YouTube, Meta, TikTok, LinkedIn) and define funnel stages: TOF (awareness), MOF (consideration), BOF (conversion). A clear funnel plan links creative types, attribution windows, and expected conversion rates at each stage.
The measurement plan documents every conversion event (viewed product, add-to-cart, checkout start, purchase, lead form submit), the primary dataset (server-side events, GA4), and your chosen attribution model (data-driven, last-click adjusted, or custom multi-touch). Include conversion names, event parameters, and expected latency. For US eCommerce examples, show both browser and server-side events to reconcile platform-reported conversions with clean attribution.
| Source | Layer | Destination |
|---|---|---|
| Browser (pixel) | Client-side | Google Ads / Meta (immediate) |
| Server (GTM Server) | Server-side | GA4, CDP, ad platforms (reconciled) |
| Backend (order DB) | Authoritative source | ROAS reporting, revenue tables |
This diagram is the blueprint for reconciling platform conversions with server-confirmed revenue. Documenting it answers "how will we measure success" and reduces attribution drift.
Consideration: US privacy laws (CCPA) and consent banners can block certain browser signals. Plan server-side fallback events and map which events are essential to paid optimisation.
Prebo Digital’s systematic approach to combining analytics and media strategy is described on our services overview and our agency philosophy is available on the about page. Include these links in your planning doc to align media and measurement teams.
A tactical plan translates strategy into channel-level budgets, bid strategies, creative briefs, and an A/B testing calendar. Allocate budget by funnel stage and expected CAC. Example budget split for a $50,000 monthly paid budget: 60% BOF ($30,000), 25% MOF ($12,500), 15% TOF ($7,500). These are examples and should match your LTV and growth cadence.
Document creative variations per funnel stage: headlines, CTAs, value props, video lengths, and landing page experiences. Tie each creative to a tracking parameter (utm_campaign and custom ad_id) so performance ties back to your data warehouse or BI tool.
Create a testing cadence: weekly checks for underperforming campaigns, bi-weekly creative rotations, and monthly experiments that change targeting or attribution windows. Define success criteria up front (statistical thresholds or minimum sample sizes), and include rollback rules if tests reduce profitability beyond acceptable limits.
Your plan should list required dashboards, data sources, and the reconciliation process to compare ad platform data with server-side revenue. Include SLAs for reporting and a schedule for cross-checks (daily platform health check, weekly revenue reconciliation, monthly deep-dive). For technical teams, include table schemas and event parameter definitions to avoid ambiguity.
Assign owners for media buying, analytics, creative, and engineering. Include a deployment checklist for new campaigns: tracking QA, UTM tagging, server-side event validation, and post-launch attribution checks. Teams that follow a strategy → build → test → scale → report flow reduce wasted spend and improve predictability.
Watch for cookie consent blockers, cross-domain tracking errors, and misaligned attribution windows between platforms. US stores processing payments through Stripe or Shopify should ensure order confirmation is the authoritative revenue source for reconciliation. Include a section in the plan that lists technical constraints and mitigation steps.
Appendix entries should include campaign objective, target audience, budget, creative assets, landing page URL, tracking tags, expected CPA, and notes on how results roll up to company KPIs. A concise appendix reduces back-and-forth and accelerates launch.

Treat the PPC marketing plan as a living document: update conversion definitions, budget allocations, and experiment outcomes quarterly. Store it with runbooks for tagging, server-side event naming, and analytics dashboards so new hires can onboard quickly. When you’re ready to operationalize the plan, include a link to the operations contact or briefing form-for example, a brief on the contact page to request a growth audit.
